National Medical Center for Mental Disorder Launched in Second Xiangya Hospital

The launch ceremony of the National Medical Center for Mental Disorder was held at the Second Xiangya Hospital of Central South University (CSU).

The ceremony was attended by several officials and many professionals including: Deputy Governor Qin Guowen of the People’s Government of Hunan Province; CSU Party Secretary Yi Hong; Xing Ruoqi, deputy director-general of the Department of Medical Administration, National Health Commission of the People's Republic of China; Pu Muming, Wang Yizheng, Ma Lan, members of the Chinese Academy of Sciences; Deputy Secretary-General Ji Xinquan of the People’s Government of Hunan Province; Chen Xiang, executive vice-president of Central South University; Yi Luqian, deputy director-general of the Hunan Provincial Health Commission; Deputy Director-general Zeng Lixin of Hunan Provincial Science and Technology Department; CSU Vice President Chen Lizhang; Xia Kun, vice president of the University of South China; some leaders from Changsha Municipal Health Commission, Furong District government, People’s Government of Liuyang City; and experts from other provinces. Besides, incumbent leaders from Central South University, Xiangya School of Medicine, affiliated hospitals, and specialized hospitals, and the whole staff in psychiatry department along with some previous leaders and veteran experts are present at the ceremony. It was presided by Li Zhihong, vice president of Central South University, and president of Second Xiangya Hospital of Central South University.

CSU Party Secretary Yi Hong delivered the welcome speech. He said, since a long time, Second Xiangya Hospital has done much excellent work in studies of mental disorder and its prevention. An integrated network is gradually being established on clinical research, distance teaching, diagnostic evaluation, promotion and application, as a result of elevating it’s research production, discipline influence and public health service capacity. This time, the foundation of the Center means affirmation as well as responsibility and mission. Now standing in the new point, CSU will attach great importance to and greatly support the development of the Center, continue to improve diagnosis and treatment capacity so as to transform technology into clinical practice.

Wang Xiaoping, director of the National Medical Center for Mental Disorder and the Department of Psychiatry of Second Xiangya Hospital, made a report on the Center development in terms of discipline development history, milestones, positioning, goal and future plan. He said that in the future, the Center will promote diagnosis and treatment at different levels, innovate the medical service model, and build a intelligent medical system which integrates medical treatment, education, scientific research, emergency psychological rescue, prevention and management through overall planning and comprehensive development. Guided by patient needs, the Center will do more to promote the physical and mental health of the people, accelerate China’s clinical and research transformation, and contribute to Healthy China Initiative!

Pu Muming, member of the Chinese Academy of Sciences and director of the Shanghai Center for Brain Science and Brain-Inspired Technology, pointed out that the national medical center represents the highest level of Chinese medicine, and is responsible for overall and critical medical issues related to people’s life and health. It takes the leads in medical technology, formulation of medical norms, talent training, core technology transformation, public health and emergency response, and plays an important role in the international medical community. Besides, he hoped that the Center will develop new consensus for the diagnosis of mental disorders in the future and make new breakthroughs in global medical community.

Xing Ruoqi, deputy director-general of the Department of Medical Administration, National Health Commission of the People's Republic of China, congratulated that Second Xiangya Hospital was approved to develop the National Medical Center for Mental Disorder. She mentioned that the Center is a national concern, which plays a great strategic significance in promoting the improvement of China’s medical and health service system, leading medical development and improving medical service capacity. She hoped that Second Xiangya Hospital will focus on the needs of prevention and treatment of mental diseases and keep up with the frontier of international medical science based on the functional positioning of national medical center. With an aim to promote the progress of national medical science and technology, the Center will expand high-quality medical resources and improve balanced medical services as a result to make greater contributions to Healthy China Initiative.

Qin Guowen, deputy governor of the People’s Government of Hunan Province, said in his speech that in recent years, the mental health service system of Hunan province has been continuously improved under the guidance of the National Health Commission. The approval of this national medical center showed the Hunan’s medical strengths. He pointed out that the report to the 20th National Congress of the CPC has provided fundamental guidelines for mental health work in the new era. The launch of the Center is a new starting point and Hunan will take this opportunity to develop a high-quality national medical center as well as a regional medical center, make every effort to create a platform for scientific and technological innovation, promote the development of psychiatric medicine, and contribute to the implementation of Healthy China Initiative.

Leaders and experts jointly launched the National Medical Center for Mental Disorder including: Qin Guowen, Yi Hong, Xing Ruoqi, Pu Muming, Wang Yizheng, Ma Lan, Ji Xinquan, Chen Xiang, Yi Luqian, Zeng Lixin, Chen Lizhang, Li Zhihong, Chai Xiangping and Wang Xiaoping.

In July 2022, the National Health Commission officially announced an approval for the National Medical Center for Mental Disorder based on the Second Xiangya Hospital of Central South University.

As the only National Medical Center for Mental Disorder (Second Xiangya Hospital of Central South University) based on a comprehensive hospital, its clinical service capability takes the lead in China, with complete sub-specialty categories and the clinical services boasting the widest range in China covering mental illness, sleep disorders, anxiety and depression resulting from physical diseases, and severe mental disorders and substance abuse. The functions of this Center lies in: first leading the development of psychiatric departments in general hospitals by relying on 3A general hospitals, and working with the National Center for Psychiatric Hospitals to promote high-quality development for mental health services in China; second, under the support of collaborative innovation network of the National Clinical Medical Research Center for Mental Disorder, commercializing the latest achievements of basic research in national laboratories and bridging with top mental health institutions in developed countries. This Center also collaborate with mental health institutions at the provincial, municipal and county level, and communities to apply the commercialization of technological achievements with a focus on central, western and southern China, including the Greater Bay Area, and developing countries along the “Belt and Road Initiative”.

The Center will do more about public welfare and earnestly implement related work of medical reform. Focusing on the diagnosis, treatment and research of difficult, critical and complicated psychiatric diseases, it will provide whole-life mental health services for the whole population at all ages relying on the advantages of the comprehensive hospital platform. Besides, it will also provide community and public mental health services through smart medicine system and support the formulation of national mental health policies. Since its approval, the Center has taken the lead in formulating four expert consensuses of psychiatric medicine and promoting 11 diagnosis and treatment norms. The Center serves patients from all over the China through medical association, pairing support, remote medical services, and famous doctor clinics , forming a medical service network for difficult, critical and complicated diseases covering more than 300 medical institutions in 22 provinces.

The Center has the most complete psychiatric education and training system in China, covering undergraduates, masters, doctors, postdoctoral researchers and international students, as well as continuing education for resident doctors, specialist physicians, clinical training and post transfer training. Since its approval, the Center has organized the national mental health seminars and held 10 continuing education conferences and training workshops. It received 73 students for further study, and conducted 27 lectures aiming to improve the ability of medical and nursing clinical specialties.

The collaborative innovation network for scientific research covers the whole country. There were 28 core institutions and branch centers reaching 65% in China, and 292 community-level institutions reaching 64.3% in prefecture-level cities. High-end brain science research will be carried out by relying on big data intelligent sharing platforms, clinical research centers and biological sample centers. It has been ranked among the top three for five consecutive years in Fudan’s Ranking of Specialty Reputation of Chinese Hospitals and Comprehensive Ranking of Chinese Hospitals, and ranked second in discipline rankings in terms of five-year’s Accumulative Science and Technology Evaluation Metrics (ASTEM) of Chinese Hospitals.

In recent years, people’s demand for mental health services has been growing. The CPC Central Committee attaches great importance to mental health work, presents broad prospects for the development of the National Medical Center for Mental Disorder. The approval of this Center is not only a new starting point in the course of hospital reform and development, but also a new opportunity to achieve high-quality development.
